Abstract

The subject of this research was based on addressing the rights of the public employee under exceptional circumstances, and took as an example the state of emergency that was adopted in Palestine at the time of the spread of the Corona epidemic, as a state based on its foundations on preserving public security, health and public safety for citizens in general, and for the public employee in general. especially; Due to the role it plays in contributing to the functioning of the public facility and meeting the needs and requirements of citizens, which created a state of direct contact with the public, and thus required more health and legal protection for the public employee.
