Abstract

The study aimed to identify the most important challenges facing human resources management in Palestinian universities in the West Bank and attempt to develop solutions and remedial proposals for those challenges. In order to achieve these goals; The study adopted a qualitative approach, and the researcher designed an interview instrument. Interviews were conducted with a number of (10) academics in Palestinian universities. One of the most important results reached is that there are many challenges facing human resources management in universities The Palestinian Authority was represented by challenges (administrative, political, economic, technological), and with regard to administrative challenges, they were summarized in the stagnation of organizational structures, weak strategic planning, the absence of specialized human resources departments in Palestinian universities, weakness in bureaucratic incentive systems, a lack of training and development programs, and the absence of cards. The job description for many jobs, with regard to the economic challenges, was represented by weakness and lack of funding Then there are political obstacles due to the tense and unstable conditions in the region. Coupled with the Israeli occupation, the study recommended the need to design training programs, create a clear and effective incentive system, confront and address administrative challenges, and the need for the human resources department to commit to designing description cards and descriptions for all jobs.
