Abstract

The National Securities Corporation enjoys a legal personality, a financial and administrative independence house, as well as a full legal capacity to undertake all the actions necessary for its objectives based on the acquisition, organization, control and documentation of intellectual production.

This study seeks to introduce the Palestinian National Library as a public facility by addressing the legal framework based on clarifying its competencies and organizational structure

This study followed the descriptive analytical approach by reviewing the legal texts regulating the Palestinian National Library, where the study reached a set of results, the most important of which is the Presidential Decree No. 6/2019 regarding the Palestinian National Library was unsuccessful in organizing some of the matters indicated for the work of the library.

Given the importance of this study at the local and foreign levels, this study reached a set of recommendations, the most important of which is the need to work on amending and developing the presidential decree regulating the work of the library, clarify the legal texts regulating the work of the library in line with reality in order to reach compatibility and harmony of the library’s relationship with some legislation and authorities related to the cultural and civilized scene in order to reach the desired goal of establishing the library
